Hiroshima and Nagasaki Mayors oppose the India-Japan Nuclear Agreement

The Mayors of Hiroshima and Nagasaki have spoken out strongly against the proposed agreement which the Japanese PM might sign during his visit to India this weekend. In an extraordinary move, the two mayors – Kazumi Matsui and Tomihisa Taue – held a press conference issuing a joint statement and urged PM Shinzo Abe to abandon the nuclear supply agreement with India.

Strong criticism of the nuclear deal to India also found a place in the annual Peace Declarations of the Hiroshima and Nagasaki cities in recent years. When the NSG met to discuss an exemption for India in 2008, Hibakusha from Hiroshima and Nagasaki wrote a strong letter to the NSG urging it to respect the NPT.

Suspension of negotiations toward a bilateral nuclear agreement with India (Request)

On the occasion of Prime Minister Abe’s planned visit to India this weekend, the media has reported that there is movement toward settling the nuclear supply agreement between our nation and India.

That is to say that constructing favorable relations with India in the fields of economic and security cooperation is of critical importance. However, this agreement raises serious concerns about nuclear materials and nuclear-related technology and equipment being diverted toward nuclear weapons development. Moreover, starting with the Hibakusha (atomic-bombing survivors) of Hiroshima and Nagasaki many of our citizens are concerned that it would further impede the abolition of nuclear weapons. Furthermore, as a Non-Nuclear Weapons State (NNWS) our nation’s position is to urge the rapid and unconditional ratification of the Nuclear Non-Proliferation Treaty by all Non-Party states. Yet, should we pursue negotiations on this bilateral agreement, we would ourselves advance the hollowing out of the NPT regime.

We ask that the Japanese government recall the requests repeatedly submitted by the people of Hiroshima and Nagasaki to stop negotiations on this agreement and sincerely accept their concerns. We strongly urge the Japanese government to suspend negotiations aiming for the conclusion of this agreement.

インドとの原子力協定交渉の中止について（要請）
 
今週末に予定される安倍総理のインド訪問において、我が国とインドとの間での原子力協定について、妥結に向けた動きがあるとの報道がなされています。
経済分野や安全保障分野において、インドとの良好な関係を構築することは重要であることは言うまでもありません。しかし、この協定は、核物質や原子力関連技術・資機材の核兵器開発への転用の懸念を生じさせるものであり、広島・長崎の被爆者を始めとする多くの市民が核兵器を廃絶する上での障害となりかねないものと考えています。また、我が国は、ＮＰＴ（核不拡散条約）非締約国に対して非核兵器国として早期かつ無条件での加入を要請している立場にありながら、この協定についての交渉を行うならば、自らがＮＰＴ体制の空洞化を招くことになりかねません。
日本政府におかれては、これまでも被爆地から繰り返し行ってきた協定締結に向けた交渉中止の要請を今一度、想起していただき、ヒロシマ・ナガサキの思いを真摯に受け止め、交渉を中止するよう強く要請します。
